Rep. Morgan’s Junk Fee Ban Act Passes Both Chambers, Heads to Governor’s Desk for Final Signature

Landmark consumer protection legislation requiring upfront, all-in pricing now awaits final approval

Springfield, IL – In a decisive step to protect consumers and restore fairness in the marketplace, legislation led by State Representative Bob Morgan to eliminate hidden “junk fees” and require honest, upfront pricing has passed both chambers of the Illinois General Assembly and now heads to Governor JB Pritzker’s desk for signature.

House Bill 228, the Junk Fee Ban Act, requires businesses to disclose the full price of goods and services, including all mandatory fees, at the time prices are advertised so consumers are not met with unexpected charges at checkout. These add-on costs often appear as so-called convenience fees, processing fees, COVID fees, or labor fees, quietly inflating the final price until the moment of purchase.

“At a time when affordability is the top concern affecting Illinois families, the last thing they need is to be misled about the price of their utility bill or the price at the bottom of their receipt after eating at a restaurant,” said State Representative Morgan. “This legislation ensures that the price you see is the price you pay. Hidden fees mislead the marketplace, cost families thousands of dollars each year, and make it harder for honest businesses to compete.”
