Four Rep. Morgan sponsored bills signed into law by Gov. Pritzker
Bills aid sanitary districts in land use, clarify easement procedures and make reforms to juvenile court system
Chicago, IL- Governor JB Pritzker signed House Bills 2103, 2601, 2934 and 2935 on Friday. All four bills were introduced in the Illinois House by Representative Bob Morgan. A total of seven bills passed both houses with Rep. Morgan as chief sponsor during the 2019 session.
HB 2103 increases the length of time a sanitary district can lease property that is not required for district use. Many districts have sought to lease land for long term uses like renewable energy and this law will make that a possibility.
HB 2601 was an initiative of the Illinois Environmental Council and makes changes to conservation easement law to allow greater flexibility in protecting open spaces.
Both HB 2934 & 2935 seek to protect youth by addressing inefficiencies in the juvenile court system and will be effective on January 1, 2020. HB 2934 allows a summons and petition to be left with a person residing in the person’s usual residence rather than only with a family member. HB 2935 provides that counsel appointed for the minor shall appear at all stages of the trial court proceeding subject to withdrawal, vacating of appointment or substitution.
